LHC – the London Housing Consortium

LHC is a not-for-profit consortium set up to provide effective procurement solutions for local authorities, housing associations, schools and other public sector bodies. LHC sets up procurement framework arrangements for use by LHC members and any other public sector organisation wishing to improve efficiency without compromising quality and in full compliance with UK procurement rules and regulations. LHC supports sustainable development goals by factoring the Governments’ drive for sustainable and low carbon solutions. They recognise to have an economic, social and environmental responsibility to ensure their frameworks cover the fundamentals to promote both climate change mitigation and adaptation measures.

Peter Thompson

Peter Thompson is Technical Manager at the LHC, where he  specialises in energy efficiency and low and zero carbon technologies .  He is a Member of  the National Energy Foundation Advisory Council and a member of the Energy Institute. His expertise is in sustainability, having over 24 years experience in the field. Previous roles include heading up a DEFRA funded UK Housing Energy Efficiency  Best Practice Programme on behalf of the Energy Saving Trust, where he developed energy efficiency best practice standards for use by industry and  was the technical editor for numerous best practice publications on energy efficiency and renewable energy technologies; working on a range of award winning energy efficiency housing refurbishment projects, including Greener Homes for Redbridge, winner of the Construction News Retrofit ‘Project of the Year’ Award 2011 and EMAP Retrofit Award 2010; TSB ‘Retrofit for the Future’ projects; and working as a Research Associate  for the Good Homes Alliance, on the fabric performance of new build homes. He has also contributed to a number of best practice reports,  publications and  toolkits  including Delivering successful higher density homes toolkit; Understanding our Assets – A Self Assessment Framework for Boards of Housing Associations, published by The Housing Corporation; and a National Existing Homes Climate Change Adaptation toolkit, produced for  Sustainable Homes.

 

Timothy James Oakley

Having qualified at the University of Bristol in 1975, Tim gained experience at a number of Architects practices, culminating in being sole principal at Dilley Oakley Partnership undertaking a variety of projects ranging from new and refurbished banks and building societies, commercial factories and offices to public and private housing.  Qualifying as a member of the Royal Society for Health and a desire to put his experience gained in the building industry to different use he was employed by LHC, where he undertook researching, tendering and managing local government procurement arrangements. Tim became well versed in the statutory and regulatory requirements of public sector tendering and became Head of Technical at LHC, developing LHC’s policies on Construction Health and Safety, KPIs collection and Sustainability, promoting the Sustainability Agenda with Members and Appointed Companies.  He also represented LHC on the One Planet Products core group which sought to encourage a more manageable use of the planet’s resources. Tim is a member of two BSI committees and was actively involved in the review and rewriting of BSI’s Construction Prequalification Questionnaires specification.
